Construction Modernization Initiative (CMI)

Initiative Overview:

Ontario's focus on building infrastructure faster requires more than funding and approvals. It requires disciplined construction management practices to reduce risk and enable successful project execution.

We work with municipalities in Ontario to participate in a structured six‑month modernization initiative offered at no financial cost, focused on improving construction management processes.

The Initiative Includes:

• Over 100 hours of combined consulting support and staff training from a licensed Professional Engineer

• Structured review of construction standards and tender documentation practices

• Curation of an organizational database of preferred tender item specifications

• Monthly workshop sessions with municipal project and procurement staff

• Implementation of structured workflow and supporting software, tailored to organizational needs

The objective of this initiative is to modernize construction management practices and implement workflows that improve project consistency, efficiency, and customer service. 

Six-Month Engagement Overview:
  • Month 1 — Introductions & Baseline Review Meeting: Collect background information on current processes, review past projects, and discuss modernization objectives.

  • Month 2 — Construction Tender Best Practices Presentation: Presentation delivered by Michael Gacnik, P.Eng., PMP on municipal construction tender best practices, followed by facilitated discussion and gap identification.

  • Month 3 — Preferred Specification Standardization Workshop: Working session to review, refine, and formalize curated preferred tender item specifications based on past projects and lessons learned.

  • Month 4 — Process & Template Optimization Workshop: Review and streamlining of standard documents, formatting practices, and workflows.

  • Month 5 — Modernization & Collaboration Integration Presentation: Guided demonstration of supporting software and structured implementation planning to support continuous documentation improvement.

  • Month 6 — Executive Review Meeting: Review of progress, lessons learned, and overall initiative impact.

Evaluation Process:

Municipalities will be selected through a structured review of submitted expressions of interest. Applications will be evaluated based on:

  • Demonstrated organizational readiness and modernization need

  • Clarity of organizational goals and desired outcomes

  • Potential for measurable operational and community benefit

The objective is to select municipalities where the initiative can create meaningful impact and generate valuable professional insights that contribute to advancing construction tender modernization across Ontario.

Interested municipalities will assign a project lead and complete a brief intake questionnaire outlining organizational needs and goals. There is no obligation for additional services beyond this initiative.

 

As a condition of participation, municipalities acknowledge that Ontario Engineering Solutions plans to publish a Professional Practice Review Report based on the initiative for the purpose of sharing lessons learned with other communities and advancing municipal construction modernization across the province. Participating municipalities will retain review and approval rights over materials prior to publication.
